This message is almost always an IP-quality issue, not an account problem. Switch nodes, clear your cache, space out retries, and ask support for a replacement if all else fails.

This message does not mean the account is broken. In almost every case it is OpenAI's risk control flagging your current network IP. Work through these steps in order.

Checklist

  1. Switch network nodes. Move your exit to a different supported region (for example from Hong Kong to the US, Japan, or Singapore). Popular nodes on shared VPN services are used by many people and trip risk control easily — a less crowded node has a much better success rate.
  2. Clear browser cache and cookies, or simply open a private/incognito window and try chatgpt.com again so no stale risk flags carry over.
  3. Space out your retries. Rapid-fire login attempts escalate the block. Wait 15–30 minutes before trying again.
  4. Try another device or browser — for example, your phone on mobile data plus your network tool. This confirms whether the IP is the culprit.

If it's still blocked after all of that

  • Make sure you haven't been hopping between IPs in different countries within a short window; that pattern alone triggers risk control.
